For Councils & Housing Providers

Solar and battery rollout for social housing made simple

Civic Energy Partnership helps Local Authorities and Housing Associations deliver solar panels and home batteries across suitable social housing stock - reducing tenant bills, supporting EPC improvement and removing the need for landlord capital spend.

CEP is designed as a dedicated rollout programme that can be phased by area, estate or property type, with flexibility to coordinate with wider housing works.

Key benefits for Local Authorities and Housing Associations

Put savings back in tenants’ pockets

CEP is designed to deliver visible bill support for tenants from day one.

Depending on the home, household usage and scheme details, tenants can benefit from:

tick
£240 a year in free electricity - £20 per month.
tick
Additional electricity through the CEP tariff at 33.33% below the Ofgem price cap.
tick
Potential total savings of approximately £456 per year, including the £240 of free electricity.
tick
A price-match promise - if the grid price is cheaper than the CEP solar rate, CEP matches it.
tick
A built-in payment safeguard to help prevent tenant debt from building.
tick
Greater use of on-site solar and stored energy, with less disruption inside the home.

The scheme also supports a resident-governed community fund generated through the project’s carbon savings.

Savings are based on typical usage and will vary by property and household. The £240 annual free electricity allowance is index-linked for 30 years. Price-match excludes short-term promotional tariffs.

Support EPC improvement and decarbonisation goals

CEP is built for social housing, not one-off installs.

This scheme can help you:

tick
Deliver visible bill support quickly
tick
Support EPC improvement, with post-install EPC survey and certification
tick
Deliver a dedicated solar and battery rollout across suitable homes, without waiting for wider retrofit programmes
tick
Scale delivery across terraces, estates and high-rise buildings
tick
Reduce legal and procurement friction with a repeatable industry proven document pack

CEP helps Local Authorities and Housing Associations move from planning to delivery with a dedicated rollout model designed to progress at pace.

A funded route to delivery

CEP funds installation and ongoing maintenance, allowing housing providers to progress a dedicated solar and battery rollout without drawing on existing capital budgets.

This provides a practical route to delivery across social housing stock while keeping existing capital funding focused on other priorities.

How partnership works

A clear process from first conversation to live scheme

CEP works with your team to shape a practical rollout plan based on stock suitability, tenant benefit, EPC priorities and delivery pace.

1. Scope and phase with your team

We review your housing stock, property types, EPC priorities, tenant needs and rollout goals to identify suitable homes and agree how delivery should be phased.

2. Align contracting and delivery

We agree the documentation, contracting, phasing and delivery approach required to establish a clear, repeatable rollout model.

3. Run tenant onboarding and installation

CEP supports residents through communication, sign-up, cooling-off, survey, installation and aftercare.

4. Manage support & reporting

CEP manages ongoing tenant support, reporting, billing queries, tenancy changes and aftercare.

Tenant protection

Built around clarity, support and debt prevention

Tenant trust is central to the scheme.

CEP is designed to help residents understand what is being installed, how the scheme works, what they may save and how billing will be managed.

Tenant support includes:

tick
Plain English scheme information
tick
Clear explanation of solar electricity and grid electricity
tick
Confirmation that tenants keep their usual grid supplier
tick
Support with sign-up, cooling-off, survey and installation
tick
Billing and payment support
tick
A Direct Debit or agreed payment method for paid usage

Payment safeguard

If a payment is missed, the system will switch back to “export mode” so no further balance builds up. This is not a disconnection. It is a protective measure designed to help avoid tenant debt while the account is reviewed.

Solutions for different partner types

For Housing Associations

CEP can support more than residential homes.

Commercial buildings within Housing Association estates, including offices, depots and community buildings, may be considered as part of a wider rollout.

This means more of the estate can benefit, helping the programme work harder across both residential and operational buildings.

For Local Authorities

Alongside residential housing rollout, CEP can explore opportunities across wider Local Authority estates.

Where appropriate, this may include commercial buildings or larger-scale clean power opportunities that support locally generated energy for the long term.

Flexible delivery options

Every partner will have different stock, priorities and delivery requirements.

CEP can support a dedicated residential solar and battery rollout, with options to explore wider estate opportunities such as commercial buildings, local delivery partners or larger clean energy opportunities where appropriate.

These options can be explored in more detail during the partnership conversation.
